When I am trying to create a new ad, why does it keep asking me to choose a category when there are

When I am trying to create a new ad, why does it keep asking me to choose a category when there are not categories to choose from. Also, it won`t let me enter anything in there.

Choose blank from category and continue with the other tabs, this is how i do it.

First you have to choose ˝Add new advertisement˝ icon then you can go on.
